The Answer is a No they cannot recognise the National Federation of Sub Postmasters for collective bargaining purposes.
The main highlight is the fact that Postmasters have no official recognition by the Post Office for pay and conditions bargaining. For decades, Postmasters have been misled into believing that this was the only organisation that Post Office Ltd recognised for this role. The truth is that they recognise NO organisation for this purpose.
The difference that this makes is that although POL can hold talks with whoever they wish, this would be simply a consultative process, no national agreements can be made that are binding on the workforce, and therefore any contractual changes including pay talks should not be sold to Postmasters as being negotiated by any organisation.
